The month of December ended on a dry note putting the winter of 2013 in the weather history books as unusually dry for many areas.
Washington is not at drought levels yet. The U.S. drought monitor shows abnormally dry areas this winter across most of the state. Spokane County is just on the outskirts of the abnormally dry level, but we are still way under where we should be this winter.
Spokane has only received 6.8 inches of snow this season, which is 16 inches below where we should be.

OLYMPIA, WA — Officials have processed nearly 5,000 marijuana business applications in Washington state, and they have more to go.
Washington’s Liquor Control Board released updated figures Tuesday, saying it had received 4,946 applications to grow, process or sell cannabis under Washington’s recreational pot law passed by voters last year.
The applications include 1,312 proposed retail outlets. The state is planning to cap the number of pot shops at 334 statewide, so some areas are expected to face a lottery for retail licenses.
